I'm not sure whether this is a bug/issue, but I was able to install Xcode 15.2 on macOS Ventura 13.4.1, although on the release notes of Xcode 15.2 it's said that the minimum required version is macOS Ventura 13.5 or later.
There wasn't any outstanding issue up until when I want to use Bazel and there were errors coming from Bazel saying that there's no installed Xcode, although I can still see the path printed:
