random "ctrl" key block in other mods from this mod

I had no problem for a week then this mod to dominate control over the "ctrl" key blocking all other mods functions

Not sure how to report but thought I would state

there is no crash just that if this is installed all other mods that use "ctrl" as a unchangeable
hotkey are broken from this mod
removing this mod from the mod folder fixes it
replacing this mod aback after launching the game and saving without this mod
will return other mods "ctrl" key function to other mods
no change to the cfg file is needed

That is very weird because mouse tweaks does not use the Ctrl button in any way..
