Unfortunately at this time there's no support for declarative containers in snowfall-lib, meaning the use of any package or module defined using snowfall-lib will fail to work within a declarative container's configuration. For right now, this means ProtoMUCK instances can only exist in an actual system configuration, and I may need to rework my module if ever I end up hosting more than my sandbox.
Until I find some way to work around this or snowfall-lib includes declarative container support, this is an open issue.
