clang: remove pointless experimental targets code

LLVM_EXPERIMENTAL_TARGETS_TO_BUILD is appended with the value of get_clang_experimental_target_arch() which is just the value of get_clang_experimental_arch which is always the empty string despite appearances. Thus none of this is useful, remove it. Signed-off-by: Ross Burton <[email protected]>
