ALPR plugin install

What steps will reproduce the problem?
1. Download and unzip plugin as described
2. Restart  iSpy software
3. Go to alert tab
4. Try to select Numberplates in plugin combo

What is the expected output? What do you see instead?
"Numberplates" not appear

What version of the product are you using? On what operating system?
iSpy 64 5.4.4
Windows 7 64 bits

Please provide any additional information below.
Plugin Face and others works fine, installed as same way that "Numberplates"

I got the same problem on win8 x64 and Ispy 5.4.8
