PinetimeFlasher For Windows

This is a small update with new simple additions like file filters (that allow you to only flash *.bin and *.hex files) and some integrations that allow it to make sure openOCD is working properly

this is the first release of PinetimeFlasher,
PinetimeFlasher uses xpack-openOCD to flash pinetime, make sure you have requisites installed!!!

PinetimeFlasher-package includes both the application and xpack-openOCD, just run from the \bin folder
