BetterVolume: Store out of range volumes separately

With the audio experiment (see #151, #165) still causing issues, it might make sense to store volume overrides that are above the maximum Discord permits by default separately in the plugins settings file. In case the experiment is enabled, this requires direct access to setting local volumes without sync, to avoid resetting them.
