What's the point of hand hooks?

I recently got my hand bitten and I amputated it. However I'm considering hacking off my whole forearm to be able to use an arm proscetic (I take it you can't use arm proscetic if you still have forearm), since I read on the steam description hook is technically worse due to slower actions

You can still add the prosthetic arm without hacking off the forearm.
The hook just works as basically the same thing, just "worse" in stats
