about extract_vgg_weights2dict.py

I don't know what this file does:extract_vgg_weights2dict.py.I didn't use it. I just use vgg16_weights.npz and run the bcnn_DD_woft.py .But the effect is very poor.I change the input to 2242243.The test accuracy after bcnn_DD_woft.py was only 55%.Could you give me some advice please?
