Create an SMS based notification bot that Tier 2 and Tier 3 cities users can leverage

Internet connectivity is poor in Tier 3 cities in India, it will be great if you can setup an SMS based bot that notifies users when a slot becomes available near them. Happy to sponsor the project if needed.

We did look into SMS notifications, though they seem to be quite expensive with respect to the number of notifications we send, and the userbase we have. Though, if we stick to just Tier 3 cities, it would certainly be helpful.
Also, with poor internet connectivity, how would they book their slots after receiving an SMS? Would sending an SMS really be helpful here?

They book via CSC choupals that are in every panchayat. Getting the notification is the first blocker, CSC choupals are like the internet cafes in villages, you can't have everyone in the village sit in front of one.
