Setup rubocop or other style setup

It can have an improved version of the celluloid config or just the standard setup. I think I'll probably start off with RubyMine level cleanup and come up with a good standard spec for this. Ideally I'd like to use rubyfmt but it doesn't look mature enough.

I've done basic rubocop level refactoring on many files with lib/ and bin/ but I should properly setup a rubocop config file to make it firm and chase down some of the deeper issues. I think having a better test suite can let me refactor with confidence better.
