Describe the bug

Navigating to the language preferences page from the user settings changes the site language to the language preference.

To Reproduce

Steps to reproduce the behavior:

1. Navigate pages with a language other than preferred language
2. See the pages are in the selected language
3. Navigate to the language preferences page from the user settings
4. Notice that the pages are now in preferred language from the settings

Expected behavior

The language preferences page shouldn't change the current locale.
