Is your feature request related to a problem? Please describe.

When there are no Suggested Steps the tab contents are blank and may be confusing for some users.

Describe the solution you'd like

When there are no suggestions perhaps the tab could have default text or maybe the tab should not be present at all.

Describe alternatives you've considered

tab doesn't need to be present if there's no content.
