Upgrade to Pest v3

Is your feature request related to a problem? Please describe.

Pest v3 has been released. While some of the features existed in the past such as architecture test and todos, they have been enhanced in v3. We should make use of those features to further test the code base and indicate what tests are still needed to be implemented.

Another new feature in v3 that we should look at is mutations which provide more detailed insight into actual test coverage by modifying the code on the fly to see if breaks tests.
