Create a new frontend for the VICAV data from scratch

Objective: Create a new frontend for the VICAV data.

Technical requirements: Nuxt 3 as the server for a mostly client side rendered Vue 3 app.
This is due to our aim at uniformity of Vue 3 based applications across the institute.
