ci: build docker images in github actions, only trigger actions when folder changes #51

Describe the expected behavior, e.g. "Should X, Y, and Z."

can be done after kickoff
- build docker image before submitting to caprover for deployment so we don't run out of disk space on the ec2 instance
- for linting+testing on frontend+backend, only run if files in the respective directories change
