Actions run on larger GitHub-hosted runners never get picked up #2594

Our org is starting to experiment with larger Github-hosted runners (via the Beta)

When I run on the default 4-core, 16GB RAM VM, the job gets picked up fairly quickly (~minutes).

When I try to run on any larger VM, the job stays idle waiting for runner for days, until it finally times out.

Requested labels: 16core-64GBram-600GBssd
Job defined at: ...
Waiting for a runner to pick up this job...

Do these runners exist yet? Do I need to enable a special Billing setting?
