Is your feature request related to a problem? Please describe.

In EELS (#155) it is convenient to define energy in eV instead of lambda, for some people it is better to define frequency, etc.

Describe the solution you'd like

Implement into ADDA the support of command-line options such as "-frequency" [rad/s] or "-energy" [eV]

This should probably be implemented after #275 . And this issue is simpler (less broad), but will be convenient also for radar community (to specify frequency in GHz).
