I am trying to install macOS 9.2.1 from a universal installer iso CD image onto the "Mac OS 9.2.1 (config only).utm" VM. The VM boots fine from the installer CD but the installation hangs at the same place every time, about 20% progress bar, estimated time remaining 4 mins. The watch cursor keeps spinning, but the installation never progresses past this point. The prebuilt 9.2.1 guest that used to be available in the UTM gallery boots and runs fine, but I also cannot install onto that VM from the installer iso. I've tried several different installers all with the same results.

That sounds like an issue others have had installing 9.0.4 onto SheepShaver. Have you tried doing a minimal install without installing the drivers? By "a minimal install without installing the drivers", do you mean customize the installation and unselect everything except Mac OS 9.2.1? That installation also hangs.
If I stop the VM (ignoring the corruption warning) and reboot the VM, I see that there is a System Folder and an Applications (Mac OS 9) folder on the target hard disk. The installation report in the Installer Log File in the Documents folder stops after the Disk Verification lines where it says the hard disk appears to be OK.
If I then reverse the order of the CD and the hard disk in the config and restart the VM, it does boot from the hard disk.
However, the fact that I stopped the VM uncleanly during the installation worries me because I really need a stable VM going forward as (hard as it might be to believe) I am using this for important work. So I would really like to figure out how to get the installer to finish cleanly.
Also, I'm not sure whether or not I need any of the other components that I unchecked.
