I did modifications in Read Me, aligned the sections and I added pollitup website, contributing file, code_of_conduct, and license files in read me, and fixed some typos.

Description
I think in starting of the read-me, we have to know what is pollitup, so, I want to keep pollitup information first then the star, forks, etc. I also would like to add the website of pollitup in the read me file and add a contribution, and code_of_conduct files.
