Wire up Firebase/UtahID Auth

Use firestore to manage a group of users allowed to have accounts on the website.

I submitted a request to add this project to AP Admin. I saw some stuff in the service portal that suggests that there is a new and complicated process for doing this. I went ahead and submitted a request via the old form to see where that leads us.

I thought we were going to try to skip apadmin and use firestore? I know I am forgetting something...

Hmm. I may be forgetting something as well. I don't remember the firestore only option very well. Either ways, we have an app in APAdmin now. We can always ask them to remove it.
