PCO curation prevented because we can't edit previous submission metadata

We need to curate PCO before (certainly) handling it to BiodivPortal.

Here is the status:

Everything is almost wrong:

• The modification dates are empty, they should contain the submission dates minus one day double check with those at GitHub: https://github.com/PopulationAndCommunityOntology/pco/releases that Rmaona has been doing since 2026
• The creation dates are wrong, they should be a date somewhere in 2013 or 2014 when the ontology was first created (01/01/2013) would be fine
• The submission dates are probably correct
• The IRI versions are incomplete
• The Info versions have never been curated since the first version and are never extracted as not in the file
