Purpose: Update reference options for Seurat labeling methods

Details

modularized functions, add unit tests
default handling for Bone Marrow and Hao2021 pbmc reference datasets
allow for flexible input datasets (currently supported: .rds (Seurat), .h5seurat)
tweak allow_few_cells logic that was over-sampling beyond 200 cells
increment version
