The failing versio bumps are all dependencies that should really only be installed in the linter job, not the tests. Though, we should also drop Python 3.7 at this point anyway. When either is done, the remaining dependabot PRs should merge.

Deleted the pin. It's only declared as a runtime dep under Python 3.7. Pip will cap it by itself.
