Kusama used to have 7 days for these values, Polkadot 28 days. I think 14 days is a good compromise between stability and innovation.

What these values actually imply:

LaunchPeriod: At the end of every launch period, the proposal with the most endorsements will become a referendum. Hence, if there are proposals, we will have a new referendum every 14 days.
VotingPeriod: The amount of time people can vote on an ongoing referendum.

Note: Via fast tracking the technical committee can table a referendum without waiting for the launch period to end.
