akash-node: use seeds instead of p2p persistent peers #239

akash-node should use seeds instead of p2p persistent peers in order to reduce the load when p2p peers die.

hence, it will rely more on the addrbook.json

Known public seeds:
https://github.com/akash-network/net/blob/main/mainnet/seed-nodes.txt
