Add Akash Network

Propose to add Akash Network CLI as a tool and in the future add the provider helm charts as an application.

Expected Behaviour

arkade system install akash should install akash cli

Current Behaviour

No Akash Network in arkade yet.

Feel free to add the CLI using a recently merged PR as an example. Just note that this would not be a system install, approval for “arkade get akash”
