Annotation - import CSV annotations #518

Use Case

Users want to resume editing saved annotations in case of a crash.

Acceptance Criteria

Add an import CSV button on the annotation tab, next to the existing export.
If annotation data is present, show a dialog confirmation asking user whether to merge or overwrite existing annotations.
