Appending the following line to /boot/cmdline.txt assigns a static IP address
ip=192.168.1.200::192.168.1.1:255.255.255.0:rpi:eth0:off
Touching the file /boot/ssh ensures SSH is started to accept connections.
This version of raspbian has been the most frustrating to setup, I found it impossible to setup headless. It was frustrating to find how to get rfkill to persist it's settings once unblocked (already annoyed at having to drag out a monitor and keyboard!)
