Migrate to rails 4

We use it in another project but we need to upgrade the project to rails 4.
What do you think about that?

The pairwise-api project is still alive and continues to power All Our Ideas, however development has primarily focused on maintenance. At this time, we can't devote much time or resources into porting it to Rails 4 aside from a few pointers along the way. You're more than welcome to port it to Rails 4 or 5, but we probably won't put those changes into our master branch until we're using it for All Our Ideas.
