Can't take photos . Keep getting error message "Failed to save photo". Not very helpful! Why is this happening and what to do about it?

Try checking for device errors first. Storage and so on. If still an issue, attempt a reinstall.

How does anyone get assigned to work on problems like this here?

The admins of the repo are allowed to assign things to people. However, I dont see them assigning any work in here so, you can get to work by yourself and maybe create a PR once you are done. For the sake of avoiding double work, create an issue at first and clearly mention that you are working on the issue yourself as well so others dont jump on the task themselves.
