Ability to rebuild the HNSW index.

This command will have the following goals:

Defragment HNSW index that has been frequently updated
Change HNWS hyper parameters including distance metric, M and ef_construction

A new hnsw command with two subcommands:

rebuild
mod (for modify) where the user can change M, ef_construction and space parameters. This would be similar to rebuild command with the exception that the new index is configured with the specified parameters.
