Is your feature request related to a problem? Please describe.

It would be ideal to have Powershell variants for the start_jupyter and update_notebooks scripts for the CACs so they don't have to go through the git bash terminal middle-man. It would also be useful for users on Windows.

Describe the solution you'd like

Powershell equivalent scripts which work exactly the same as the bash scripts.

Describe alternatives you've considered

Keep using the bash scripts I guess.
