CiscoDevNet/ansible-nso#4

@abadger do you want https://github.com/ansible-community/ansible-build-data/blob/main/2.10/ansible-2.10.build to be adjusted in this PR as well, or do you want to implement automatic updating in antsibull-build for that before the next release?

Go ahead and adjust this pr. I'm doing a lot more policy work right now and a lot less coding
