Is your feature request related to a problem? Please describe.

A new test was added in #5044 based on a performance problem in 4.0.0-SNAP.

Describe the solution you'd like

While the problem fixed in 4.0 likely does not exist in 2.1, it would be good to backport the test in #5044 to 2.1. This will provide test coverage for the case of bulk importing lots files into lots of tablets.
