Also updated the .rat_exclude to identify files that can't have comment header. Updated LICENSE file to indicated that iota uses D3, which uses a BSD license. Finally, updated RAT_README to record some of the files excluded using .rat_exclude.

* Added Apachee license headers for additional files.
* Updated the rat files accordingly.
* Updated the LICENSE file to note use of BSD license for D3 HTML file.
1. Added sensor data files to .rat_exclude
2. Updated RAT_README to explain why data files can't have license headers.
3. Updated sbt version in build.properties to match Readme.md requirement.

@gtapper can you change "IOTA 38" to "IOTA-38"? So, Jira can "automagically" link this PR with the ticket.
Also, Can you squash your commits?
