No Error/Output is given for Invalid/Incorrect values provided in the MessageID

If we provide any random digits in the LedgerID, EntryID and PartitonIndex field there is no Error thrown.

Producer produced 20 messages from message id 262:0:-1 to 262:19:-1
and standalone consumer with seek the messages by invalid MessageID 1000:255:-1 , there is no Error thrown .
