currently component upgrade steps:

  1. create a new cv with component's version set to the target value
  2. call kbcli cluster upgrade to set the cluster.spec.clusterVersionRef to the new cv

KB should provide a way do this job in one step.

talked with @ldming , as the new ComponentDefinition API will deprecate CD&CV API, upgrade should be discussed under the new API.
