Standard VAT rate for Romania was changed to 19% on the 1st January 2017.
[Standard VAT for Greece is 24% since June 2017](http://www.vatlive.com/vat-rates/european-vat-rates/eu-vat-rates/)
Norway wasn't in the list because it's not part of the EU: https://europa.eu/youreurope/business/vat-customs/cross-border/norway/index_en.htm
