Expected behaviour

aqua installs packages with /workspace/aqua.yaml and /workspace/foo/aqua/aqua.yaml.

Actual behaviour

aqua installs packages with only /workspace/foo/aqua/aqua.yaml, and ignores /workspace/aqua.yaml.
