Minor request: Block hotkey inputs when the emulator is not focused #1661

Is your feature request related to a problem? Please describe.
ares has an option in Drivers -> Input where input can either be set to be blocked or allowed when the emulator is not focused. This option impacts both the gamepad and keyboard hotkeys, which will still be detected when the emulator isn't focused. This could lead to some inconceniences.

For example, when switching to something else, I use the P key to pause the entire emulator, or the M key to mute the game. If I press either of these keys while the emulator is unfocused, such as when typing something down, the emulator will unpause/unmute. I can, of course, remove the hotkey bindings and use the dropdown menus, but then the purpose of the hotkeys (convenience) would be lost.

Describe the solution you'd like
Perhaps an extra option that allows the emulator to detect gamepad inputs while ignoring keyboard hotkey inputs would be beneficial.
