• Double-click on Meridian_7.1.41.0_x86_x64_arm.cer
• Click Install certificate
• Choose Local machine and click Next
• Choose Place all certificates in the following store and click Browse
• Choose Trusted people in the list and click OK
• Click Next and then Finish

Now just open Meridian_7.1.41.0_x86_x64_arm.msixbundle and click Install
