[Feature Request] Allow mouseover event per icon to show tooltip

Is your feature request related to a problem? Please describe.
As far as I know, and as I've been told, there is currently not an option to allow tooltips to be shown when mousing over an icon.

Describe the solution you'd like
An option on the main icon screen to enable the ability to view the tooltip of the selected icon, when shown, on mouseover. I am not a coder at all, but under notifcation -> animations -> "Interactions" already has left and right click mouse events, so I would assume that it wouldn't be too terribly difficult to add this feature? Again, I know nothing about coding, so forgive the ignorance.

Additional context
I have my UI set up in such a way that I would like to use TMW to track player debuffs and target buffs. Unfortunately, without knowing what those buffs/debuffs do beforehand, there really isn't much point in tracking them without having tooltips.
