On MilkyTracker I compress my samples by halving their length (which doubles their speed) then setting the relative note to an octave higher. The sample sounds the same, but it is actually half as big as the original.

Don't ask me how I know this but (I'm embarrassed to say) you can achieve this by using the built in microphone on the DS hahaha. You'd be surprised how clear the audio can be.
Being able to specify lower bit rates could be fun tho. I have a sox script that I use for importing samples. Basically converts my folders into 8bit mono
