Virtualenv for developing and testing:
(need to install virtualenvwrapper)

(need to set VIRTUALENVWRAPPER_PYTHON=/usr/bin/python3 in ~/.bashrc to use python3)
use set.bash to setup virtualenv as

Bug in epanet (perhaps new versions have it fixed)

edit epanet2.i and pdd.i adf.i
then run 
swig -python epanet2.i
swig -c++ -python pdd.i
swig -c++ -python adf.i

then run 
tox # this will do all the testing and doctest. 
To run only doctest (scenario: editing README.rst)
- Windows
.\.tox\py34\Scripts\python.exe -m doctest -v README.rst
- POSIX
./.tox/py27/bin/python -m doctest -v README.rst
(Works only after running tox successfully)

Working with wingide
(when c parts are changed)
run python3 setup.py test first
then test with wingide (with python3)
