Project info for DataVerse

currrently missing are the PI name and project title, as required by the yaml file that goes into dataverse.

This info should come from phase-2 in the proposal processing.

Proposal is to populate a table with (projectID, PIname, ProjectTitle) in $LMTOY/etc, or else it be there (or symlinked) to something on unity, so the pipeline does the right thing.
