Are there public instances for webone that can be used from devices that aren’t on the same network? Like an old mobile browser for example?

you shouldnt do that. everything sent from and to such a proxy is unencrypted and can be read by the one hosting that proxy. host it yourself only. its not hard since webone.

It hosts a bit limited version of WebOne, without HTTPS support and without Retro Online Video Player.

I am not sure about safety of the server as I have no relationship to it, except that I have written the server software. For simple use like googling or downloading files it is safe, but no guarantees of safety for, say, passwords or something confidential information.
