Polylang has its fallback functions at: https://github.com/aucor/aucor-core/blob/master/features/localization/sub_features/class-localization-polyfill.php

ACF should have some fallbacks for get_field, the_field, have_rows to prevent sites from fatal errors if plugin is deactivated.
