(Documentation-fix): Node diagram - mouse-over information

Currently the node diagram (https://app.diagrams.net/?lightbox=1#Uhttps%3A%2F%2Fautowarefoundation.github.io%2Fautoware-documentation%2Fmain%2Fdesign%2Fautoware-architecture%2Fnode-diagram%2Foverall-node-diagram-autoware-universe.drawio.svg) has for the most nodes a mouse-over-information-function (it displays a information when the user moves their mouse over the node).

However, the description texts are inconsistent. Either there is:

• No text (e.g. radar_driver)
• The name of the node itself (e.g. camera_driver)
• A description text (e.g. radar_tracks_noise_filter)
• A description text, but in Japanese (e.g. common_ground_filter)
• A link to the documentation (e.g. crop_box_filter)

Due to the fact that descriptions are already available for many nodes, my proposal would be:

1. Translate the Japanese descriptions into English ones
2. Remove all descriptions where only the name itself or only the link to the description-page is shown (because both have no additional value for the user)
