Move the non-API related classes from https://github.com/ba-st/Stargate/tree/release-candidate/source/Stargate-Metrics and its tests to a package in this project.
They provide basic metrics abstractions; metric collection for memory, garbage collection, and general system status; and a Prometheus format encoder.
